it should focus on providing its users a safe, stable, reliable place to form a community, and allow users to join organically

if you are on instance A and you report a user on instance B, instance B will never know. the report goes to instance A's admins.

I guess the gist of it is techlords keep thinking that "community moderation" and in general "ethics" is something they can give to a computer to handle and it just isn't. It never will be. This is not something you can just magically solve.

You need quality human input at the top.

Community guidelines and rules don't matter at all if you're leaving it up to self-moderating. The moment the "bad" part of the community achieves a large enough sect to start convincing your self-mod tools, the war is over.
